I can’t figure out if Silica is younger than Suguha or not. They look totally different but Kirito says they are about the same age.

Silica and Sugu really are about the same age - by the GGO arc, Silica is 15 and Suguha is 16. For that matter, Sinon is also 16!
I don’t really think it’s weird that they’re the same age though; people grow at different rates and into different shapes! Silica is just currently a bit shorter than average, and Sugu is just a bit stockier than the rest of the cast. Considering the fact that the light novels describe Sugu as being rather muscular, that’d actually make an even more discrepant body type variation.
