Since I’ve seen people asking, here’s what we actually know about the translation progress for Volume 16.
Tap still isn’t sure if he’ll actually be doing Volume 16. Defan typically releases faster so that doesn’t mean much for how long the translation will take, but it does mean we could be relying only on Defan for this volume.
Defan translates from the Chinese fan translations, which means he has to wait for those to be finished first. He said on Reddit that the Chinese translators should be done by around October 1st. He’s also said that he’ll be busy in the next few months for personal reasons, which may or may not affect the translation.
So basically, don’t expect to actually start seeing chapters out until October or so, if not later. In any case, expect it to take until at least Spring 2016 or so for the entire volume to be translated. Translations take time, especially when you’re one guy who’s not doing it for a living.

I have spoken directly with Defan about this, and can confirm. He has said that he’s going to do as much translating as possible whenever he has the time, but it’s a very busy time for him so it’ll be tough. He says that it will most likely take longer than the usual 9 months for him to finish the translation, but he has every intent to translate the entire volume.
He says this isn’t his top priority, but he will be doing it and is going to try to convince Tap to work on it as well. No promises from Tap, but we will definitely be seeing Defan’s translation of volume 16 at some point.
